Project Description
The New York City Emergency Management Center provides a physical space for direct contact. The Emergency Operations Center is the NYCEM’s core during an emergency, and is organized to facilitate communication. The building’s interior organization and siting promote connection. It acts as public infrastructure, transforming a dead corner by ramping across the highway to a developing parks system. Subway access is gathered at the base of the ramp, providing an improved point of entry for visitors and commuters. Internally, the building is divided into three programmatic areas: outreach, planning, and emergency. Intertwining outreach programs with public walkways creates a passive engagement with the building.
